2 Chinese men, Zhu Gui Neng & Liu Fang Quan, were arrested in Quang Tri Province, Vietnam, for attempting to smuggle 21 ethnic minority Vietnamese into Laos. The Chinese nationals organized the group's clandestine border crossing, with each Vietnamese person paying $38.7 for the illegal exit, which was to be deducted from their salary in Laos. An investigation is ongoing.
