Social Security Commissioner Martin O'Malley has unveiled a four-step plan to change the way the agency handles overpayment issues, following concerns over "clawback cruelty". O'Malley told the Senate Committee on Aging that the agency is no longer going to intercept 100% of a payment if people do not respond to its notice. The plan comes after some beneficiaries who received excess benefit payments received letters from the Social Security Administration demanding repayment.
