If approved, a hip-drop tackle would be penalized with an automatic first down and a 15-yard penalty. Under the proposed kickoff changes, the kicker would set up at the opponent's 40-yard line, while the receiving team could line up at their own 35. Kickers would attempt to land the ball between the opponent's goal line and 20-yard line. The NFL Players Association has opposed the proposed rule changes.
