New Zealand's Govt. Communications Security Bureau (GCSB) hosted a foreign signals intelligence system without obtaining government approval and informing senior leadership, according to an Inspector General of Intelligence and Security (IGIS) report. The GCSB accepted recommendations to compile a register of collection or analysis capabilities operated by foreign partners, audit its systems, review international agreements, and establish a process for IGIS to review international agreements and arrangements.
