Bournemouth, Christchurch and Poole (BCP) Council's 15-year plan to manage its £64m high needs funding deficit was rejected by the Department for Education (DfE) under the government's Safety Valve program. BCP had warned that a quicker plan could breach legal duties to vulnerable children. The DfE letter states that BCP's proposal does not currently meet the program's criteria.
