The Minnesota Department of Natural Resources (DNR) cites unusually warm temperatures and exceptionally dry conditions as reasons behind the heightened risk. The DNR will not issue permits for open burning of brush or yard waste in these counties until restrictions are lifted. A Red Flag Warning has also been issued for 41 counties in central and southern Minnesota due to extreme fire risk.
