Judge Roslyn Silver is considering launching a third contempt-of-court proceeding against Arizona for failing to improve the quality of healthcare in its state-run prisons. The prison health care system, which provides medical and mental health care to around 25,000 prisoners, remains "fundamentally lacking," posing a risk to inmates. Experts monitoring the situation claim that the private company, Naphcare, hired by the state, lacks sufficient staff and needs salary increases. Previous contempt fines totaling $2.5 million have not motivated authorities to improve care. Arizona settled the case in 2014, but complaints about noncompliance and insufficient care have led to ongoing contempt fines and trials.
