First time flat tax rate introduced, exempting govt. hospitals, educational institutions, libraries, and govt. offices, while semi-government institutions must pay. New tax rates vary depending on property size and location, with a 10% concession for registered workers of private & govt. enterprises who pay arrears by September 30th.
