Haiti's plan to install new leadership via a presidential council for transition faces rejection by some political parties, including ex-senator Jean Charles Moïse and former rebel leader Guy Philippe. These parties prefer a different three-person presidential council, and will not negotiate further on the issue. The council was proposed to address the ongoing violence and disruption caused by gangs in Haiti.
