Paradise Ocean Club at Fort Monroe, closed for two years due to lease negotiations, will reopen in May with a 10-year lease signed by owner Baxter Simmons and the National Park Service. The club will have a 1,000-person capacity, no boat access, and require admission on weekends. Simmons plans to focus on family-friendly entertainment and hire 120-150 staff positions.
