The review aims to support the government's goal of transitioning to a fully electric transportation system by 2040, as outlined by the Department of Trade and Industry. However, the DTI has stated it does not support covering hybrid electric vehicles under the measure, as hybrids do not require charging infrastructure and do not align with the Philippines' competitive advantage in EVs.
