Two suspects stole and sold question papers to aspirants for Rs 3-5 lakh. The investigation implicated organized gangs and coaching institutes from multiple states. The CBI recommended departmental action against the Himachal Pradesh police and forwarded coaching institute names to the National Testing Agency.
