18 people, including five employees of New York City's Department of Homeless Services, a police officer, an MTA worker, and two USPS letter carriers, have been charged with stealing the identities of homeless shelter residents and defrauding a pandemic-era relief program. Manhattan District Attorney Alvin Bragg called the conduct "downright shameful" and "unacceptable." The defendants were arraigned and pleaded not guilty to charges including grand larceny, conspiracy, and burglary. The fraud case was uncovered during a separate investigation into ghost gun manufacture involving two Department of Homeless Services employees.
