The Minneapolis NAACP branch and Children's Rights filed a complaint with the US Department of Health and Human Services, alleging Minnesota's child welfare system discriminates against Black children and families. The complaint claims Minnesota uses federal funds to disproportionately surveil and separate Black families in Hennepin and Ramsey counties, and seeks an investigation under Title VI of the Civil Rights Act of 1964. In 2020, Minnesota received over $232 million in federal funding for child protection agencies.
