Texas federal judge declares $1.7 trillion funding bill unconstitutional.

A Texas federal judge ruled that the $1.7 trillion government funding bill passed by Congress in 2022 was unconstitutional as it was passed under a pandemic-era rule allowing lawmakers to vote by proxy instead of in person. U.S. District Judge James Wesley Hendrix reviewed the request of Texas Attorney General Ken Paxton to block a provision that provided pregnant workers stronger legal protections. The judge determined that the House's proxy voting rule violated the Quorum Clause of the Constitution.
