The officer was driving at 74 mph (119 km/h) on January 23 when he struck Kandula, a 23-year-old Indian student in Seattle from Andhra Pradesh, throwing her 100 feet. Despite the tragic incident and the impact on global communities, prosecutors lacked enough evidence to prove criminal negligence or recklessness beyond a reasonable doubt.
