Montreal's regional transit authority, ARTM, proposes a ground-level rail line for the eastern part of the city. The cost of the proposal is C$10.4 billion, lower than a previous fully underground proposal. Via Rail is also focusing on speed for its planned high-frequency line in the Quebec City-Toronto corridor, with a possibility of running at over 200 km/h.
