Wisconsin has secured approximately $24 million in an arbitration case against major cigarette manufacturers, including Philips Morris USA and RJ Reynolds Tobacco Company, over disputed payments under the 1998 Master Settlement Agreement (MSA). The ruling is in favor of Wisconsin for the years 2005, 2006, and 2007, as the state demonstrated its diligence in enforcing a statute requiring non-MSA tobacco companies to place money in escrow for certain cigarette sales. The payments made under the MSA are allocated to the Medical Assistance Trust Fund.
