Kentucky lawmaker proposes limiting governor's pardon powers.

A Kentucky Republican lawmaker is pushing to limit a state governor's pardon powers after the controversy surrounding the former GOP governor's issuance of over 600 pardons and commutations. The proposed constitutional amendment, Senate Bill 126, would remove a governor's pardon powers for two months before and after a gubernatorial election if approved by both chambers of the legislature. The proposal won approval from a Senate committee and, if passed, would require at least three-fifths of the vote in both chambers and then be put forth for Kentucky voters' approval in the November ballot.
