The Kansas Bureau of Investigation has arrested former Clay County undersheriff, Harold Stellner, on suspicion of mistreating a confined person. The arrest follows an investigation that began in October 2023, after the Clay County Sheriff discovered evidence of an incident at the Clay County Jail on September 29, in which Stellner is believed to have unlawfully struck an inmate. Stellner's employment was terminated shortly after, and the Kansas Attorney General's Office is expected to prosecute the case.
